Edward Snowdon’s disclosures of extent of government surveillance conducted by National Security Agency sparked national debate about scope and necessity of government surveillance programs. What is proper balance between privacy and national security in information age? Study of debate about constitutional values and moral responsibility, complicated by public fear, competing commercial interests, and international legal and diplomatic quandaries.
